The primary research question was: can economic interdependence through trade decrease the threat no conflict? The main thrust of the thesis is to analyze the South Koreans' effort to elicit cooperation from its adversaries through economic means. The thesis starts with South Korea's bilateral efforts to induce cooperation first from China and then from North Korea. Next, the thesis examines South Korea's efforts to engage North Korea through a multilateral vehicle such as the Asia-Pacific Economic Cooperation (APEC). Then, the thesis examines the Tumen River Area Development Program (TRADP) as an alternative multilateral vehicle to engage the North Koreans. Despite the challenges of multilateral forums, the thesis proposes that the South Koreans should continue to elicit cooperation from the North Koreans through economic means. The thesis is relevant because the U.S. has played a vital role in the security on the Korean peninsula since the end of World War II and decisions made by South Korea regarding security matters affects the U.S. and its interests in the region.

Unfortunately, this will not be an easy transition for a country with a past of militarism and colonial expansion, an aversion to nuclear weapons, and a political structure that has purposely limited the role and resources of the Japanese Self-Defense Forces (JSDF). This thesis examines the legacies of the past militarism, colonialism, the aversion to nuclear weapons, and the political structure that emerged after 1945, and assesses how those legacies impact the adaptation of the JSDF to the new security requirements of the 21st Century. The abstract provided by the Pentagon follows: The Korean Diaspora in Japan is a legacy of Japan's colonization of Korea in the first half of the 20th century and has always been the largest group of foreign residents in an otherwise ethnically homogenous Japan. A major issue is the role that Koreans in Japan play in supporting North Korea, Although a very small segment of the population, Koreans affiliated with the organization known as Chosen Soren have figured prominently in the triangular relationship between Japan, North Korea, and South Korea over the past 50 years. During the Cold War, Chosen Soren activities in support of North Korea severely strained Japan-South Korea relations that were already plagued by lingering animosity from the colonial period. For many years, Chosen Soren was the conduit through which Japan and North Korea attempted to expand trade and eventually establish ton%al diplomatic ties. However, Japan-North Korea relations have deteriorated in the post- Cold War era due to North Korea's growing military threat to Japan, and most recently, North Korea's admission that it had been systematically kidnapping Japanese citizens.
